Romania has two GSM telephone operators to whom we have supplied GIS software and data. We are, however, particularly pleased to have supported one of them throughout the bidding phase.

This project required the most careful of ethical behaviour as we were involved with a number of consortia during this early phase: it was of the utmost importance that we maintained a "Chinese wall" between our various activities.

Our consultancy was based on the integration of topographic mapping, terrain data, demographic data and propagation analysis into a sophisticated GIS-based planning model. This resulted in a range of maps illustrating various implementation strategies in terms of the required service level agreements.

Since then, we have produced digital data for over 50 towns. Based on drive tests, we have identified areas of low signal level and interference: this has enabled the engineering team to optimise their investment strategy.

Now the marketing and real estate departments are modifying their strategic planning based on GIS principles. This all represents a true symbiosis between an expert map producer and centre of GIS expertise, with advanced radio planning and cellular technology.
