In the immediate post-communist period, it became apparent that a major gap - a vacuum- existed in the
education and knowledge of professionals in Romania and adjacent countries. So, in 1992, a group of
scholars and researchers founded the Black Sea University as a non-governmental, non-profit, a-political
organisation.
Special emphasis was laid on the pragmatic side of learning and its application to the specific needs
of Romanian society, and the countries in the Black Sea area.
The Black Sea University offers both mature and young professionals the opportunity to share knowledge
and experience related to the issues of the Black Sea region in a congenial, intellectual environment.
Thus it provides -
- professional development in an international environment
- a focal point for debating common issues for the Black Sea region
- an opportunity to share experiences with experts from other nations and to establish international
links
- a forum to shape solutions to shared problems
In addition, the meetings expose participants to modern tools and technologies appropriate to the
subjects and discussions.
Most courses are designed to serve small groups and to allow the maximum of interaction with fellow
participants and tutors. A typical course lasts for one or two weeks and involves from 20 to 50
participants. They are usually located in Mangalia, a pleasant resort community on the southern end
of Romania's Black Sea resort region. The working language is English.
